Is this reversible? The only way I see this enemy/friendly dynamic deescalating is with the establishment being forced to give the people immense concessions on both sides and try to build a common culture.
My pick would be to offer a full inquiry into the covid response / vaccines in return for forgiving all student debt.
Then force the population into BBQ gatherings to get to know each other as human beings.
