Rubio Declares the End of the NGO Foreign-Aid Complex — and Signals Forceful New American Posture

Secretary of State Marco Rubio made unmistakably clear this week that the era of NGOs shaping American foreign policy from behind the curtain is over.

In blunt terms, Rubio said what Washington insiders have whispered for years: U.S. foreign aid has been operating as a sprawling, unaccountable “Foreign Aid Industrial Complex” that often advances agendas opposed to American interests while enriching a global activist class.

"That is the model that we're breaking,” Rubio said. “We're not doing this anymore. We are not going to spend billions of dollars funding the NGO Industrial Complex."
