Newly Uncovered Evidence Emerges of Federal Database to Track 'Anti-Vaxxers'
“But there has been interest expressed in being able to track people who are not immunized or who are only partially immunized.”
At a Center for Medicare and Medicaid Services (CMS) meeting on September 14, 2021, a panel of public health experts began laying the plans for the federal government to track vaccine refusers.
“We have had interest in coding people who are not immunized for COVID 19,” said a Medical Officer named David Berglund. “Let me display it.”

“So during the time of this pandemic with Covid 19, people have now been having immunizations for a number of months, and these provide protection for people who are immunized,” he continued. “But there has been interest expressed in being able to track people who are not immunized or who are only partially immunized.”
“And at the current time, there can be considered to be a significant modifiable risk factor for morbidity and for mortality, and it can be of interest for clinical reasons, as well as being of value for public health reasons to be able to track this,” he added.
Berglund then gave the timeline for implementation of the new codes for the ICD-10 [International Classification of Diseases, 10th edition].
“NCHS [the National Center for Health Statistics] is therefore proposing creation of codes related to people being unvaccinated for Covid-19 and for being partially vaccinated for COVID 19. This is proposed for early implementation on April 1st, 2022. Therefore, comments are requested by October 15th, 2021. That would be approximately one month from now. just to look at how this would fit and where we would locate it in the classification.”
The September 2021 CMS meeting was first uncovered by the National File.
The CMS, which is a department of Health and Human Services, came up with the following Covid vaccination codes for the ICD-10 implemented in April 2022.
Z28.310 Unvaccinated for COVID-19
Z28.311 Partially vaccinated for COVID-19
Z28.39 Other under-immunization status
Per the ICD-10-CM table, “These codes should not be used for individuals who are not eligible for the COVID-19 vaccines, as determined by the health care provider.”
ICD-10 codes are used for the purposes of hospital records, insurance billing, and health data analysis.
There are important facts about these ICD codes to bear in mind.
These ICD codes pertain directly to vaccine refusers, and not those who are ineligible due to contra-indications or age group
Data reporting practices changed drastically during the Covid “public health emergency,” increasing case data reported to the federal government
Hospitals were mandated to provide the data to the U.S. federal goverment, which increased compliance at local level from 60% to 100% compliance
The ICD codes are reported to the World Health Organization
The World Health Assembly in 2019 adopted the ICD-11, which came into effect on 1st January 2022
The World Health Organization is tracking international data on Covid vaccines.
The WHO added codes for Covid immunization in January 2021.
The UN body “activated” a set of additional codes for:
Immunization to prevent COVID-19
Adverse reaction to a COVID-19 vaccine
The World Health Organization discusses how it uses this health data in its training manual.
It states that “person identifiable” information “should remain confidential.” This means “only people with proper authorisation should be able to view information that might allow them or someone else to identify a particular person.”
That gives the public an idea of the granularity of the health data being reported to the World Health Organization.
The CDC, for its part, utilized the Covid “public health emergency” to ramp up its data collection and consolidation efforts.
“For the first time, under the COVID public health emergency declaration, CDC has been directly receiving reports of laboratory test results, hospitalizations, and nursing home/long-term care data that were not available nationally before the pandemic,” the CDC said.
The CDC also shared its plans for “Covid-19 and beyond.”
“Where we’re headed: locally driven and centrally coordinated data,” the CDC added.
Health data transmission is guided by the Health Insurance Portability and Accountability Act of 1996 (HIPAA), which set national standards for “the protection of individually identifiable health information by three types of covered entities: health plans, health care clearinghouses, and health care providers who conduct the standard health care transactions electronically.”
The Wildfire Newsletter reached out to a hospital administrator, who provided information on background. The anonymous source stated the U.S. government must request “Special Access” from the hospital Medical Records departments to obtain personally identifiable information.
“There must be a specific rationale,” the source said.
The CDC was contacted about its Covid data-sharing practices with international organizations, such as the World Health Organization. A response was not provided by the time of publication. An update on this subject will be provided as forthcoming.
The Centers for Disease Control and Infection is currently lobbying for more “data authority” in order to “more easily develop a national picture of what is occurring during an emergency or for more ongoing public health problems.”
I'm bummed no one has commented on this. I know there are many distractions in the Schnews, so...understandable. However, this is MAJOR if/when it happens. I can see insurance companies dropping you OR charging you more because you are unvaxxed. Perhaps refusal of service. Perhaps pay more taxes. What we need to see is...what I'd LOVE to see is...in peoples obituaries - did they have the vax? Fully boosted? Etc. I see SO MANY friends on FB who post about sudden cancers, sudden unexplained illness causing hospitalizations with no answers to why. And cancer diagnosis is off the charts. I believe most people are getting overwhelmed by all of the info coming at them so quickly now, as if they are drinking from a firehose, and are not/have not been trained nor disciplined enough to know how to remain objective and compartmentalize, organize, and prioritize to optimize their own and their loved one's best possible future...anyway, I knew at the beginning of all of this, when Microsoft updated windows in April of 2020 with all sorts of new contact tracing, listening, phone pairing, and other backdoor surveillance tools for more data than ever before...our HIPAA rights were trashed in the name of preventing or containing COVID, yet they let millions in unvaxxed and unwell through the southern border, so it's never been about our health, and people were so slow to wake up from the fear perpetuated from the msm, that I had to back off from more than half of my family, whom are either now dead from the vaxxes, or asking me questions about what to do now to get rid of the deadly spike protein...sigh...meanwhile, all of our so-called checks and balances or regulations or fail safes have been infiltrated, rendering them useless, and judges are paid off or blackmailed, so we wait on the Universal call from the Holy Spirit, to stand up and stop allowing this horrible travesty against humanity...it will come, and it will be all of us around the world all at once, and it will be swift and that's what the elites are truly afraid of...and have no power to stop it - even if they try to hide underground...if you have not joined a group to fight for election integrity, impeaching judges, or assisting in campaigns for good causes yet, please get involved and keep preparing for a 2 month supply of everything you would need in case of a disaster.
