The Steele Dossier — bought and paid for by the Clinton campaign and Obama’s political allies — was not only used to spy on the Trump campaign, but it was inserted directly into the 2016 Intelligence Community Assessment (ICA) that claimed Vladimir Putin wanted Trump to win.
Former CIA Director John Brennan swore under oath that wasn’t true. But the declassified documents released this week prove he lied — and that the real Russian collusion operation came from inside the Obama White House.
This wasn’t sloppy intelligence. It was a weaponized disinformation campaign designed to interfere in a U.S. election, protect Hillary Clinton from prosecution, and sabotage President-elect Trump before he ever set foot in the Oval Office.
The newly declassified House Intelligence Committee report confirms that the 2016 ICA — ordered by President Obama — relied on "one scant, unclear and unverifiable fragment of a sentence from one of the substandard reports" to justify its central conclusion: that Vladimir Putin had a preference for Trump.
The ICA ignored stronger intelligence suggesting that Putin was simply trying to sow chaos — or that he assumed Clinton would win and was preparing to undermine her presidency.
The ICA buried all of that in favor of a narrative that could be weaponized politically.
The report also reveals that the Steele Dossier — opposition research funded by the Clinton campaign and channeled through Fusion GPS — was not just included in an annex, as Brennan previously claimed, but was referenced in the main text of the ICA and used to support its conclusions.
CIA officers objected to including the dossier, noting it failed basic standards of tradecraft. Brennan overruled them. One senior intelligence officer recalled that when confronted with the dossier’s obvious flaws, Brennan shrugged and said, “Yes, but doesn’t it ring true?”
It wasn’t just sloppy. It was deliberate.
The ICA authors failed to adhere to Intelligence Community Directive 203 — the gold standard for intelligence analysis. According to the newly released assessment, the ICA failed to properly assess the credibility of sources, failed to express uncertainties, selectively quoted relevant intelligence, and inserted political judgments unsupported by evidence. It was, in short, a political document disguised as intelligence.
That document, drafted under Obama’s direct orders and driven by Brennan, Comey, and Clapper, was the launch pad for the entire Trump-Russia hoax. It justified FISA warrants, gave cover for illegal surveillance, and was used to brief President-elect Trump at Trump Tower in early January 2017 — in a meeting where Comey conveniently stayed behind to warn Trump about the salacious parts of the Steele Dossier. That meeting, and the subsequent media leaks, set the stage for the Russia collusion narrative that would dominate headlines for years.
We now know the dossier was garbage. The FBI offered Steele $1 million to verify any part of it — and he couldn’t. The Crossfire Hurricane team assembled a spreadsheet showing how each claim in the dossier collapsed under scrutiny. The DOJ Inspector General identified 17 serious errors and omissions in the FISA applications based on the dossier.
Yet the Clinton campaign kept pushing it. And Obama’s top intel officials made sure it got injected into the bloodstream of American politics.

DNI Tulsi Gabbard’s release of the ICA assessment also confirms that CIA analysts were shut out of the decision to include the Steele Dossier. One CIA officer said the decision "misrepresented both the significance and credibility of the dossier reports" and noted that CIA veterans "could not imagine any previous director allowing such information" to be included in a formal product for the president. Yet Brennan not only allowed it — he insisted on it.
Meanwhile, Putin didn’t leak his most damaging Clinton material before the election. Why? Because, according to the ICA itself, Russia assumed Clinton would win — and wanted to hold that material in reserve to undermine her administration.
If Putin truly preferred Trump, why would he hold back? The report found that “Putin had reasons to want Clinton elected… Moscow assumed they had unique leverage over Secretary Clinton.” That leverage would be useless if Trump won. But it would be potent if Clinton took office — precisely the scenario Putin seemed to be preparing for.
In other words: Russia’s play was about post-election chaos, not helping Trump. But Obama’s team deliberately twisted that intelligence to fit their narrative — and they’ve been lying about it ever since.
The House report notes that even though the dossier was unclassified, it was only included in the most restricted version of the ICA — the one briefed to Obama and Trump. It was omitted from the version sent to Congress and the public, allowing the Obama team to hide its use while weaponizing it behind closed doors.
Now that Brennan has been caught lying under oath — with the statute of limitations still active until 2028 — the question isn’t whether he perjured himself. It’s whether the Justice Department has the courage to do something about it.
According to Director of National Intelligence Tulsi Gabbard, criminal referrals have already been sent to the DOJ, including one for former President Barack Obama.
A conspiracy investigation is underway into the weaponization of federal law enforcement between 2016 and 2024.
House Intel Chairman Rick Crawford put it bluntly: “This is the final nail in the coffin of the Russia hoax.”
He’s right. But it’s more than that. This was the greatest political fraud ever perpetrated on the American public. It destroyed trust in our institutions. Democrats accuse Trump of “election interference.” But it was their own party — under the direction of Obama and Clinton — that used Russian disinformation to meddle in the 2016 election, then used federal power to punish the winner.
That’s not “democratic.” That’s tyranny in disguise.
The truth is finally out. The receipts are in the public record. And now, there’s no excuse for inaction.
The real question is this: Will anyone be held accountable?
