Well written and hear, hear! They exist in symbiotic relationships with elements of the University and other special interests groups, and large parts of them are actually outgrowths of those parts of the University; the University serves as a nexus in and through which they and their co-belligerents draw strength and influence, so what you describe would require undoing the great transformations of the University that have generated this situation.

What we know as the the American Academe was actually constructed, mostly after WW2, through the consolidation and centralization of the Old Republic’s decentralized, diversified, pluralistic, and vibrant system of systems. Its design had several purposes, not just boosting science and engineering, it also played an important role in both diffusing-decentralizing our political economy and making it more transparent-public, and it did this in no small part by preventing itself, through that design, from generated and supporting the NGO/fake civil society industrial complex which you describe
